Liquidate the rooks and keep the opposition.
Black play Ta1 and he should draw.
Black 1..Rxe2 2.Kxe2 …b5
1. . . . Re2 will definitely lead to a drawish/stalemate position
It’s an easy draw after the rook trade, followed by …c4 and maintaining the opposition.
After exchanging rooks, Black has a draw with b5 or Kd5 – b5 being perhaps more obvious.
I don’t think either of these moves was played at the time.
