        It’s a win for White.

        1.c4

Now black can play a)1……Kb6 or
        b)1………d5

        a)1……..Kb6
        2.Kd5 Kc7
        3.c3
Now black has to move his King, then white will take the d6 pawn and its an easy win.

        b)1……..d5
        2.cxd5+ Kd6
        3.c3 Kc7
Now White can go Kc5, Kb5.
        If,
        2……….Kb6
        3.Ke5 Kc5
        4.c3 Kc4
        5.Ke6 Kxc3
        6.Kxd7 and win.

        After c4 black can put up some resistance by 1…d5! Then, 2 cd5 Kb6 3 c3 d6 4 c4 Kb7 5 c5 dc5 6 Kc5 Kc7 7 Kb5 wins. Another way is 3 c4 d6 4 c5! dc5 5 Kc4 Kb7 6 Kc5 Kc7 7 Kb5 wins.
