pwspar, I think you nailed it. Moving the king to g3 or f3 gives white a check and the rest of the black pawns. The mate threat Kf3 and Ra1 is empty and can be adequately parried with Nxg5+ and Rf8 (or, probably better, h4).

I think Black can force a perpetual check with his Rook after 1. … Ke3. Perhaps there is a way of winning but I don’t see it.
