Don’t Anand and Kramnik also play in this world cup?

Anand, Kramnik and Topalov do not take part, because they already fit in the following:

Anand vs Kramnik (2008 championship match)
Topalov vs World Cup 2007 winner (2008 challenger match)
champion vs challenger (2009 championship match)

Leko, Morozevich, Gelfand and Polgar are among the players who refused to participate. There may be various reasons, but the main reason for refusal is the condition that the winner plays in a match agains Topalov to be the challeger.
