      47th Ilmar Raud Memorial

      Buenos Aires, Chess tournament, Estonia


      In memorial of the 100th birthday of member of the Estonian team that scored 3rd at the Chess Olympiad in Buenos Aires.

      Organizer: Viljandi CC Fellin. The event is a part of BEKO series 2013 (http://www.eestimale.ee/sari2013/) held by The Estonian Chess Support Organization.
      Time and place: July 1-7 2013 in Viljandi Sports Center (http://www.viljandimaa.ee/spordikeskus/) Vaksali 4 (500 meters from the bus station, by the
      Square of Liberty).

      Registration in advance is required before 26th of June 20:00 by e-mail (peakohtunik@gmail.com This e-mail address is being protected from spambots. You need JavaScript enabled to view it ) or phone +37256471454 (Gert Elmaste). Please specify the full name, date of birth and rating for each participant.

      Organizers offer conditions for limited number of titled players. Please contact the organizers as soon as possible to enlist.


      Check-in is required from all players entering the tournament from the 1st round (see below) at the tournament place on Monday, 1st of July from 14.00 to 15.45.

      Participation fees

      General participation fee: 30 Euros.


      Fee for for veteran (born in 1953 or earlier) and young players (born in 1997 or later): 20 Euros.


      Participation is free for IMs and GMs.

      Tournament system and regulations

      Individual Swiss system tournament in one group with 9 rounds. Each player will have 1 hour 30 minutes for the first 40 moves and 15 minutes for the rest of the game + 30 additional seconds after each move.


      Recording of moves is compulsory during the whole game.

      The event will be submitted for FIDE and Estonian Elo ratings.

      Failure to arrive to the right table in 30 minutes will result in loss of the game.


      Participants have the right to abstain from any of the first 4 rounds by submitting a written notice to the chief arbiter at least 24 hours before the beginning of the round. In that case, 0,5 points will be awarded for a round.


      All other questions will be solved by the organizers together with the chief arbiter Mr. Gert Elmaste.

      Tie-breaking methods:


      1) Median Buchholz method;
      2) Buchholz method;
      3) Buchholz method without the sufficient number of weaker opponents necessary to break
      the tie.

      Timetable

       
      Check-in: Monday, 1st of July 14.00 – 15.45.
      Opening ceremony: Monday, 1st of July at 16.00.
      1st round: Monday, 1st of July at 16.15.
      2nd round: Tuesday, 2nd of July at 10.00.
      3rd round: Tuesday, 2nd of July at 16.00.
      4th round: Wednesday, 3rd of July at 12.00.
      5th round: Thursday, 4th of July at 10.00.
      6th round: Thursday, 4th of July at 16.00.
      7th round: Friday, 5th of July at 12.00.
      8th round: Saturday, 6th of July at 12.00.
      9th round: Sunday, 7th of July at 10.00.
      Closing ceremony: 30 minutes after the end of the last round.

      Prizes

       
      1st prize: 1500 Euros + a cup
      2nd prize: 1000 Euros
      3rd prize: 700 Euros
      4th prize: 400 Euros
      5th prize: 250 Euros
      6th prize: 150 Euros
      7th prize: 100 Euros
      8th prize: 70 Euros
      2 best female players: 70 and 40 Euros
      2 best veteran players (born in 1953 or earlier): 70 and 40 Euros
      2 best Viljandimaa players (born in 1953 or earlier): 70 and 40 Euros
      2 best young players (born in 1997 or later): 70 and 40 Euros
      The best player with a rating 2100 or less: 70 Euros
      The best player with a rating 1900 or less: 40 Euros
      Two surprise prizes.
      No participant will receive more than one prize.

      Accommodation

      Accommodation offered by the organizer: Ingeri Hostel (www.hostelingeri.ee) for 10 Euros per night. Please specify accommodation needs in your registration notice.

      A recently opened hostel JustRest (www.justrest.eu) also offers economy class accommodation. For information on other available accommodation options, please kindly refer to www.viljandimaa.ee/turismiinfo.

      A limited number of GMs, WGMs, Ims and WIMs will be entitled to free accommodation.
