Does White have more than a draw here?
1. Ka8 will be mate after 1. … Kc1.
1. b8(Q) Rxb8+
2. Ka3 Be4 is bad for White
1. h8(Q) Rh3+
2. Kb2 Rxh8
3. Bc8 Bxb7
4. Bxb7 Rb8 is also bad for White
To get a draw, White must play 1. Be6, for instance:
1. … Rxb7+
2. Bxd5 Rxh8 =
1 Be6 Be6 2 h8=Q Rh3 3 Ka1 Rh8 4 b8=Q Rb8 stalemate. White must begin with Be6 to offload the bishop for the stalemate defense to work.

I thought 1. Be6 doesn’t work:
1. Be6 Bxe6
2. b8Q Rxb8+ and the rook guards h8
Similarly

3. Bxe6 (or K moves)
3 … Rxh8 guarding b8.
