Bulgarian Chess Federation Expelled From European Chess Union

The Bulgarian Chess Federation has been expelled from the European Chess Union during a meeting in Baku.

The decision was supported by 37 of the members of the management; 11 voted against.

The European Chess Union argued that the reason for this drastic measure is the refusal of the Bulgarian Chess Federation to submit the documents and invoices requested for the period 2011-2014 when Silvio Danailov was President of the European Chess Union.

The FIDE Ethics Commission during its meetings held in Baku on 6-8th September unanimously decided tosuspend the former ECU President Silvio Danailov, former ECU General Secretary Sava Stoisavljevic and former ECU Executive Director Vladimir Sakotic.

The cases 13/2014 and 14/2014 were related to the organization of the 2013 European Youth Chess Championship in Budva, Montenegro.

Silvio Danailov is guilty of violating clause 2.2.3 of the Code of Ethics in a serious degree – Officials who fail to perform their functions in an impartial and responsible manner.

Danailov is suspended for a period of 18 months from holding any office or position within FIDE, as well as from participating in any meeting of FIDE as delegate or in any other capacity. The reference to FIDE herein includes its member federations (other than the Bulgarian Chess Federation), continental associations and other affiliated international organisations.

Danailov was present in Hotel Fairmont in Baku, but he didn’t appear before the Commission for oral hearing.

Vladimir Sakotic is guilty of violating clause 2.2.2 of the Code of Ethics – Office bearers who through their behaviour no longer inspire the necessary confidence or have in other ways become unworthy of trust.

Sakotic is suspended for a period of 3 years from holding any office or position within FIDE, from participating in any meeting of FIDE as delegate or another capacity, as well as representing any organisation in its relations with FIDE.

Sava Stoisavljevic is guilty of violating clause 2.2.3 of the Code of Ethics to a lesser degree – Officials who fail to perform their functions in an impartial and responsible manner.

Stoisavljevic is suspended for a period of 6 months from holding any office or position within FIDE, from participating in any meeting of FIDE as delegate or in another capacity, as well as representing any organisation in its relations with FIDE.

Full decision is published on the FIDE Ethics Commission website (pdf)

This is the conclusion of only one case against the former ECU officials.

Already tomorrow is ECU General Assembly where one of the items on agenda is a motion to suspend the Bulgarian Chess Federation membership. The BCF leadership and Vladimir Sakotic are linked with the ghost ECU company in tax haven Delaware.

In connection with the former ECU leadership, there are also criminal charges by special prosecutor against Sakotic in Montenegro, investigation against former Croatia Chess Federation leadership, and criminal charges against former Serbia Chess Federation president Miroslav Kopanja.

This is not “timely, fair, and objective” reporting if you have only a picture of one of the three people suspended and that picture includes a person who is not connected to the case.
