White is pretty much in zugzwang as his Queen and Knight have to protect the back rank. Therefore, the Rook and Bishop on c1 are also stuck. So basically White has one active piece (Bishop on b3). If White is not doing anything to unlock his position, Black can march the pawn to h5 then h4.
