A tricky puzzle but the answer is surprisingly simple. It is noted that the queen at e6 controls the enemy king’s retreat at g8 and there is a straight forward mate if White puts a Rook along at the H-file.
Therefore 1. Re3 should be fastest way for the Rook to arrive at the H-file to give check.
The key is calculate what to do after 1…. Rxg5 (1…. Qxg5?? 2. Rh3+ and Black loses the queen to prevent mate)
The answer is 2. g4! The queen at e6 protects the g4 pawn and Black cannot prevent mate without losing a piece.
1. g4 the rook is meat!

1. Re3 Rxg5
2. g4!
and 3. Rh3 is coming.
Black must give up his rook.
