I would cut off the king’s escape with Nc6. This threatens Rf5#, and black must find a way to prevent this- I see only one option other than exchanging the queen for the c6 knight.
Nc6 is the best I think. It creates a mating threat by the rook, and forces the queen to sac herself. The rest is not easy but white should win withuot the black queen on.
