        Even though white wins the way he wins is dictated by black.but if black’s P were at h7 instead of h6 he has no choice in the way he loses.

          Sorry but you are wrong. Even if the pawn was on h6, black loses the a8 Rook

              In addition if white R at f1 were on “d” file i.e. rooks doubled on d file white would get Q for 2 rooks which is too expensive and to be avoided.Add to it replace white P at h3 by P at h2 then 1.Rd8+ is suicidal.At the same time if white R’s are doubled on d file and black P were at h7 exchanging Qs first ensures victory for white.
